Key in lock only works if all 3 micro switches are working. Also, the RF receiver needs to be plugged in and working. '99 should be able to sync from the ignition if the little pickup coil is still in place.

+1. Steering is more vague on 16" rims. 18" will show issues earlier. Radius arm bushes are favourite or worn ball joints somewhere.
