If intake is ok I would be thinking lift pump, do the tappets, check fuel pipes for holes including the leak offs, check throttle cable running nice and free and isn't slack. Then I'd be checking boost etc

You can get the metal bracket anywhere, the nuts that hold them on to the bumper are captive ie welded to the bumper. The plastic end cap will be tricky to bodge if the self tapper posts have come off, you'll have to drill them and bolt through I suppose. Check the part numbers here -...

With no resistance on the rear output of the transfer case it will be difficult to get the cdl to lock up. Don't just keep giving it revs to try and make it happen, that's the number one way these t cases die.
