Check in-tank pump, injector leak off pipes, fuel filter, fuel lines to injector pump. The non-standard bulb means this problem is chronic and the last owner couldn't/didn't solve it.

How do you mean you've checked it? Have you replaced it or adjusted it? IIRC a leak in a turbo hose can cause a squeal as the air leaks out.

Check the vacuum pipe from the inlet manifold (underneath the manifold just above the oil filter) to the manifold pressure sensor (mounted on the fuel filter bracket.) If the hose is split or detached the sensor doesn't work and it limits fuel delivery, I get the same symptoms when it's popped...

Try selecting main beam with the fog light switch on, I may be mistaken but the BECM can be set-up for using the fog lights as driving lights to come on with main beam only. So you have a diesel auto but the blanking plate is solid not vented? Is there an oil cooler in front of the near side...
