I had a similar problem....mine was when i was on dipped beam, everything was fine but when i switched to full beam then i had squat...zilch...nothing....turned out that it was the actual light stock on the steering coloumn was shot, apparently it is a common fault, so swapped it and the problem...

sounds like someone forgot to oil the seal when putting it on......oops
