Yep, both hoses need to be replaced. The hoses collapse due to vaccum effect. Where did you get the silicone one from?

Its the intercooler hose. You just need a new hose. After time, the hoses get less stiff and the pressure causes the hose to collapse. Its worse when its warm as the hose collapses easir.
