Lights in the bumpers are fog lights, not driving lights. Driving lights are the lights in the metal work next to the indicators.
Fog lights should only be used when visibility is low and will/should only turn on when your driving lights are on.
redhand, I was of the same opion as you. if they weren't fitted when the car was manufactured then children don't need to wear them (seeing as they arnt there it would be bloody hard for them to wear them).
However, on the link it clearly states that in older cars where belts are not fitted...
Just read the law to the very bottom and it states that
"Older cars that do not have seatbelts do not need to have them fitted and worn, but cannot be used for carrying children"
