As Spyder says... no to chainsaw without a license... yet youre fine on private land. As far as im aware, youre well within youre legal right to remove the obstruction. Similar rules apply to a neighbors overgrown tree, if its over your fence you can cut it as long as you throw the cut off...

Scotland doesn't have Green Lanes as such as they have a different rights of way system.. However there are some great mountain roads and tracks but best to ask someone local about where you can/cant go!!
