Not bad, really. I presume it's been through a couple of MOTs? Leaning toward box section myself. Couple of cuts, couple of brackets, seal up the ends, nice and simple. A bar is a bar, it's nice to keep it simple and cheaper than the bumper, in case you need to use it.

Seems like one of those that can be solved by ensuring airtight system (re-routing lines if necessary) and throwing out the extraneous part. Maybe make yourself a manual bleed valve with a Tjunc and blanking plug mounted at highest point in system. But then again TD5 may be beyond tolerating...

Bodge on the sedimenter job letting air into fuel line? Never hurts to change the filter, could be slowly letting through enough fuel to start after cranking it, but supply doesn't meet demand long term. Clean injectors?
