Hate to ask the obvious, but when you say you have checked various electrical connection, did this include the battery to earth lead and chassis/engine mount? Maybe stick another one on - you can't have too many good earths. :)

I would assume that the Gov will update their info on the 1st January 2025 to indicate the qualifying date then being 1985. They are not likely to tell you in advance in case things change. :)
