If you close the vents to the pipe then with tweezers put the prongs of the lower piece over the control bar then open the inner vents and that will hold it in place against the outer vents, that'll hold it in place whilst you glue and add the top part then loop a band around it and tighten it...

Ok It wasn't too difficult with tweezers and superglue and a hair elastic whilst it sets We'll see how long it lasts
