You're right, you can only get the test location if you have the V5.

Been in Devon it's almost guaranteed to be near the sea sadly. But it is still MOT'd for a month or two and I've definitely seen worse MOT histories.

I think that's what I'm thinking about, if it's under scrap it can't be too much of a gamble.
