Hi my 2000 td5 defender sounds like it had the same problem as yours. It had loads of power but seemed limited to 60mph. It ended up being the turbo wastegate actator lever that had seized. Sorted it out with plenty of wd40. I read it on a forum somewhere and thought it wouldn't be that but...
