Sussed it! The left-hand plunger on the wheel cylinder was seized. Fitting a new wheel cylinder fixed the problem, or a least gave an extra few mil clearance allowing the drum to rotate properly.

Thanks for your replies. I've tried to lightly sand the edges of the brake linings but still no joy, I'll fit a new set of drums and see what happens.

Hi,
I've just replaced the oil seals in the rear offside hub on my 90 because diff oil had leaked out and contaminated the shoes etc. I've cleaned the drum, backplate etc. and replaced the brake shoes but they are binding. As a rotate the drum, I get to a point where I can't rotate it...
