On two occasions I have turned the ignition key on my td5 and the horn sounded briefly and it wouldn't engage. I tried it again and it started immediately. Anyone got any idea why this is happening?

What is the part called which the brake disk sits in front of and acts as a protective cover for the disc at the end of the axle? Mine is rusted through on my TD5. Where can I get one from and are they easy enough to replace without having to dismantle half the car?:o
