How can you tighten these up. I’ve taken the top and bottom covers off the mirror arm but can’t see a way of doing it?

Looking to replace the seals and have undone everything. However, the spindles have nuts at each end which once take off still do not appear to allow for the flap to be removed. I had expected a single spindle which could be removed but this doesn’t look like the case.

It’s for a 19 year old. Adrian Flux have come up trumps so not to worry.
