This is nothing like WD40 - it comes out wet (solvent) then dries to leave behind a graphite powder that is 100% dry. Therefore, it will not form a paste at all, it will not get sticky or manky. Your best bet is to get the steering column cover off to check that nothing is broken on the stalk...
