Yeah, I thought that may be an issue so swapped it out for a known good one eliminating that as a probable cause.

Best I can describe is at low revs with whiff of throttle I get a surging power delivery almost like you would pumping throttle pedal. After researching extensively (not) I concur kangaroo S jump or hop.
