What position should the diff be when it is out of lock?

The light hasn't came on before and the diff is always locked

I have a warning light on the dashboard it is showing all four wheels can anybody tell me what this is. The warning light looks like the picture I have attached It is for a discovery 1

I am replacing the circuit board that is in the passenger foot well hopefully that will do the trick if not i will try other suggestions thanks for the help guys
