When I drop down gears its fine it seems like loss of power when it comes to hills

Freelander 1 t4 when towing up hills struggles and then engine over revs untill drop down gears its like its not in gear any ideas

Hi i have a problem with towing up hills the engine over revs until I change down the gears its like its out of gear until it gets the bitting point
