modified class for what? competitions or insurance? If it's competitions I know nothing, if it's insurance, then adding a snorkel is a modification so yes... Am i missing something?

Officially no, you can't re-use a second hand chassis. Unofficially... Ethically I see no problem.

Hows about the leaf springs? suggesting maybe the chassis too? axles and steering and you're pretty much there on enough points to retain its identity! Looks like a very nice (read:expensive) conversion! Actually i take that back looking at the rest of the pictures...

Yeh, these are external guages to allow you to check fluid levels without lifting the bonnet! Very clever move by landrover! Welcome btw!
