hi , the holes have to be within 30cm of a seatbelt mounting , brake mounting, suspension/steering component or body mounting the only other is if you have a tow bar fitted the mountings are taken into account as well i guess its a case of getting the tape measure out 
, hope this helps slightly ..... just to add to that , if the seat belt buckle bolts to the seat then the seat mountings become part of the test

Don't forget the seat-belt mountings in the wheelarch area also.

mine just failed on holes in boot floor... they were where the supports for the rear seats meet the boot floor.. at the back of the seat base opposite end from the hinges... there are cross members under the floor and holes around the cross member was a fail for mine...
mind you so were the holes in the arches and bottom of "c" post..

If I were you I'd get it welded before you take it for a test,the tester will have seen his fair share of rotten disco's and know exactly where to look.

The rear seat belt mounts don't bolt to the Disco floor, they go through it and are attached directly to the chassis.
The floor is non structural, so shouldn't cause a fail unless you are unlucky enough for an MoT tester to measure the distance to a body mount and fail it for it.

On a normal car if the seat belt mount is bolted to the main floor/pan then should it be rusty or rust near it, it could pull out should there be a crash.Do you mind me asking why this would change things? I'm not being funny I have been given this advice twice and call me silly but I'm not sure why.
On the Disco, the rear lower belt mounts are long bolts that bolt to the chassis. So if the floor around them is rusty, they are still safely attached to the vehicle.

I have extensive rot in the boot of my 200tdi
MOT tester told me not to worry about it since the only seatbelt mouns that matter in the boot go through the floor and are attached to the chassis. The rear seatbelt mounts are running to the wheel arches except the middle one. So apart from those small areas,... he said he woudl pass it even if the floor itself was missing!
