If you have live data on the diag, Look at how the egr is behaving.. If the percentage figures of the egr valve glitch and or don't match the intended percentages it could be sticking just enough not to flag a fault. Also read the maf figures...

If you can get the tank down to half, siphon and stick dip while you have sender out and then trial fit sender bending the arm to get gauge to read about right. Probably the best you will get.
