Won't start - Jaguar relay on 1983 Defender 110 Perkins/Mazda 4.182

Hi, I have a 1983 Defender 110 with a fair bit of history (read, bodging) and has now thrown a wiring question my usually wizard-like Landy garage can't answer.

It has seen at least 3 engines, starting as a 2.25 original petrol, at some point a V6, and is now a 'professionally' converted (in the 90s) 3l Perkins/Mazda 4.182 diesel with added turbo. It has clearly been a work horse and has definitely had lots of chopping and changing to the wiring.

It now will not start. It began just weakly chugging, and now only clicks. It is not the battery - it's new, 110ah and fully charged. It's not the starter - this was refurbed 6 months ago and the click is coming from the relays, not the ignition or motor. We can't find any literature on why, but our fuse box has the usual glass fuse holders and then 3 relays - one for the indicators, and 2 identical unknown ones which we have since identified as Jaguar fan relays (though multiple uses) defined by Lucas as either DAC1028 or SRB411. I can't find anything about them being used on a Defender at any time - we figure they're serving a purpose but can't figure out what purpose and/or what to do about it.

We're confident it's the relays at fault because when it first gave up fully and wouldn't even chug, that's when the clicks began and when you remove the relays, the clicks stop. It clicks no matter whether both or either one of the relays are present, in either connector. Both relays also seem to be scorched on the middle and top pin. We can replace them of course but thought I would pose the question as I prefer to know why things work before I blindly guess.

For context - the glow plugs are not on the ignition, they are a separate circuit using a different relay, installed semi-recently by our Landy garage (proper guys, not the newfangled ones) as when bought, the plugs were wired via a solenoid which quickly failed. Didn't figure out why on that one. That relay is fine.
The batteries are on a split charge system under the passenger seat, this looks to have been properly installed but this was before we bought it and we don't have the paperwork. Not sure if either of this is relevant but there you go.

Any thoughts / postulations welcome. It's a headscratcher for us, and I don't fancy wasting £50 on relays if someone on here knows the answer or can point me in the right direction!
 
Does it start ok with a screwdriver across the solenoid terminals? This would rule out batt and starter motor. If it does then it's either ign switch or starter relay or the wiring to it. Worth checking your main batt cable to starter and earth straps too
