Why wont my 200 tdi start ?

Its an 11l block with a high mount turbo.

Less shiny version of that.

Anyhoo, next issue seems to be the more i drive it the more im picking up on a few issues.

1 is my steering - when i turn the wheel slowely its like theres no power steering. If i move it fast the steering goes light and nice. And stays like that dor about 30 seconds before going stiff again.

Box or pump i guess- its still there when i drop the steering rod off and turn the wheel.

Have spare pump and thats easiest to change so i think ill swap that first.
