To torque or not to (re)torque

Hi all,

Just a quick question, I had my cam belt/water pump replaced a few months ago, I have heard I should have the head re-torqued, some say not, some disagree - are there any guidelines around this, or points of commonsense?

Thinking about it I do not even know if the cylinder head bolts were replaced..

What engine was it? If you had the cam belt and water pump replaced then why the head bolts be touched?
