Got a super nice hannibal roof rack sitting around, for a 110 so would be perfect for my defender. Its bare aluminium, slightly oxidised as its about 5 years old. I would much prefer it to be black to match my landy though, anyone know a firm that would paint it or powder coat it?

Get it bead blasted, etch primed and painted by hand - if it's too much work I'll have it off you!!!!!!!!!!
 
You can powder coat aluminum. It is how they refurb most alloy wheels.

The curing process is a couple of hundred degrees but nothing that will melt aluminum - There is a slight risk of warping but fitment to the defender will pull it back into shape.

The rack should also be chemically treated - a flouride treatment before coating

Where abouts are you? There is a good company in Leeds that has a big enough blast room to clean it up before coating. The only stumbling block is cost. You are probably looking at £150+ to power coat as opposed to 10's of pounds to paint yourself.

What Aluminum are we talking about is 7075 or some cheap rubbish
