PCV valve

Does any one know which way the valve is supposed to be on the breather
Should it be sealed down and pop open when over pressure is present
Or should it be open and close down when operating
Mine was replaced last june but Im trying to iliminate it from causes of blue smoke problem
Valve stem seals is next step if breather is operating right
