what about brake lights, do i need to evacuate the pressure for that?

theres a warning in the Rave manual for a reason, as i see it the manufacture decided it is necessary to avoid any potenital problems and since it takes very little effort to do i will always bleed the pressure of the breaking system first before changing pads
 
so why is there clear instructions in RAVE telling you to depressure the system before working on any component of the braking system, i would have thought that this would include changing the pads as well as this is part of the system

Because it is a safety precaution. If they did not advise you to do that they could be held responsible for any injury resulting from the pedal being pressed and high pressure fluid being expelled, say into your eyes or indeed injected under the skin. There is a danger, but if you are careful there is no need to do it if just changing pads. With the vehicle on stands and the wheels off changing the pads is a five minute a side job, the only danger being if the pedal is pressed and the piston is pushed out. If you are working on your own as i said earlier, it is hard to press the brake pedal from the back of the vehicle. As long as you are aware of the pressurised accumulator then that is all you need to know.
