It's not even a Cat on TD5 or earlier - just some sort of particle filter that strangles the engine. I don't know if you could remove the Cat and pass the MOT on a Ford 2.4 or 2.2. though, but if they only test for smoke, then yes.

But very handy when overtaking a snake of lycra clad loonies on pushbikes, just keep the loud pedal decked in 2nd and it cleans it out a treat. :D
 
If a"cat" is standard fitting , eg puma then if it has "obviously" been removed then that would be a fail , I put obviously as if the internals were not there this would not be detectable , and therefore it would pass . No dismantling is allowed for testing purposes .
(the pass would still require the passing of the emissions test at time) HTSH
