does anyone know where i can get the metal panel that goes on top of the lower dash or know where i can get the whole lower lower dash from.

i had a wiring fault and i assumed the wires went under the metal so i tried to undo the screws and lift the metal up and its all bent
 
Get a thin sheet of steel and cut a new one?
It's a simple shape iirc. Stick some closed cell camping mat on the underside. Hole saw for the vent rubbers.
 
Have you removed the lower dash completely? If not, you need to then carefully grind the knackered screw heads off. The remains will wind out with mole grips. It's only thin tin so you could straighten it out.
 
i did remove the whole thing and left it hanging by the vent cables so i could do the wiring, i think the best way is to start from fresh and make a new plate up.
do you know how to remove the cable from the dash
 
It goes up to the air direction slide lever . Disconnect it there.
You release the other end ( inside your lower dash) when you've got that bent cover off. This is all from memory so stand to be corrected maybe.
When you're got the plate off take the opportunity to inspect the flaps for free movement and replace the sealing foam on the flaps too. Make sure that cable is in good nick and well oiled, any doubts replace it.
