Low Power to 1750rpm

Hi all, hopefully someone has thoughts on this. Have Freelander 1 (2004 TD4), experiencing almost no power up to around 1750rpm from which the revs increase no further and hearing a slight 'ringing' sound at 1750rpm. Happened a couple of times and rectified itself for a short time, now constant issue. Help!
