Ignition fault????

I have has a problem with the battery been drained. I have put a new battery on, I have noticed even though i turn the ignition off i can still operate the wipers, Also the fuel cap relese button has stopped working.

Could this be an ignition barrel fault. I have looked at the rave manual but cannot figure out what switches the wiper curcuit on.
