How does a winch brake work ?

Could anybody tell me how the brake on a winch works.
I have a T-max 12000 that I picked up cheap and was having problems with the brake sticking on (the brake is inside the drum).

Am I right in thinking the brake is on all the time and as the motor spins it pushs out and pushes the brake rod backwards and the brake is then off then when the motor stops it then moves back and the brake rod moves forward and the brake is back on.

If your not confused by now your more intelligent than me !:D (which is not hard)

I did a search but couldn't find anything on it.
