ok, test meter or multi meter to clean contacts to verify if your getting power to the bulb sockets, if not it may your brake switch has failed.

Yes Rover has cruse control. I tested and have no power to brake light sockets in rear light assembly however the window brake light works which means the brake switches work.

ok then, next thing is to find where the brake light supply splits between the rear window and the tail brake lights.
have you had a to bar fitted recently or any other work that could have damaged the wiring after the split between the two?
