no. If it is implemented as it stands, BOATS (Byways Open to All
Traffic) will retain vehicular rights. RUPPS will have vehicular
rights suspended as they will become Restricted Byways. All that
will; happen is that the 5% of the total rights of way network we can
use will decrease to 2.5%. Problem is, with more use on fewer lanes,
the risk of over use and hence TRO increases. One of the provisions
of NERC allows councils to use pre-emptive TRO's before the lane is
damaged. Oh goody....
You can still use all vehicular rights of way for vehicular use until
the "window" closes, but the date of this is likely to be backdated,
maybe to May2005.
It's not all doom and gloom, but its not good news either. GLASS
needs your support, come along and join us! Actually, cant remember
the last time I went laning.... Too busy going to shows, being on the
Exec and The Bored of Directors.... ho hum
