The SRS often faults when it detects low battery voltage, may be nothing to do with the blown fuse. The fuse box is a well known failure item, check it for signs/smells of burning, water damage etc.
Putting a multimeter on volts across the fuse will tell you nothing, one side will certainly appear to have 12 volts, likewise the other side will appear to have earth, the resistance of the device in the circuit has to be taken into account. You may also be confusing earth with open circuit when you turn the ignition off.
For the SRS you need diagnostics.
