Freelander TD4, Turbo 1400 rpm?

Hello guys, Brand new to the forum. Just bought a freelander td4 (2003) and am really pleased with it. But the turbo kicks in at 1400 rpm which seems a bit early as when your just coasting at 30-40 in 4th gear the turbo's whistling away. I read somewhere it should come in at 2000rpm, is that true and what does it involve to adjust it. I'm not brilliant on engines so is it down to a tuning specialist?

Id leave it alone, most diesels come in earlier down the rev range for torque reasons these days.
But it is a gaylander and they need all the help they can get just thank your lucky stars it aint a 1.8 petrol or you would get all sorts of suggestions on this forum
