Fitting Side Pipes

Hi All

Got some very nice side bars from ebay but unfortunately no nuts and bolts. Got a fitting kit but it is the wrong one and as there is no indication on who made them, we are a bit stuck. Have found the relevant holes in the chassis but cannot work out how to fit these things as getting the nuts in the chassis is almost impossible. Can anyone give me some clues?
