Don't fit them. If they are fitted they have to work and they are part of the MoT.
If they are not fitted, they are not part of anything and passengers are not obliged to use them.

That's up to you I guess.
To be fair i'd go for a seat across the rear/tub bulkhead that faces backwards or put them in a more modern motor.
