I am thinking of moving to exmoor. On the map I cant find any byways. Is there any good off roading around (legal!)?

In a word, No.
Exmoor and west Somerset was an area littered with some great RUPPS, but very few BOATS. There are a handful of driveable UCR's left, but don't get excited.
Move to Wiltshire - more BOATS than you can shake a stick at.
