exhaust down pipe

Guys im new to the forum and have recently bought a 1985 90 the down pipe is in 2 parts and the 2nd part need replacing the bit before the centre box, what i noticed when changing was that the 1st part of the down pipe moves about the flange is tight but the pipe moves within that flange , is this right?

Yes it will. If it's not tightened up properly or the eghaust seal is perished.
