Drop plate tow hitch

i would like to install one of these but can't work out how I would bolt on to crossmember as there is no access. All the holes are there on my 2a 90mm centres. Where would I purchase. Thanks.

Look up " Dixon- Bates". Tow plates are bolted all the way through the crossmember with a spreader plate at the back.
