I'm unable to get the tensioner to budge is this normal and how can i move it to change the belts

Normally just use a 15mm ring spanner and turn it anti clockwise.

Got it loose with.... A bottle jack! Even then it was lifting the whole car up!


When released tho it did not spring back so I think it's had it
