On a Defender the vehicle ID is centred on the chassis, this means if you use a second hand chassis to do a rebuild you had better have all the paperwork and proper title to the new chassis because that's the ID the vehicle will have in future. You need to save up for a new chassis, buy a welder or get a new mate who is a welder.

Any other option is potentially a minefield and could ultimately end up costing you a lot of money and the authorities crushing your 'fender.

There are far too many Defenders and series running around on fake/ringed documents and dodgy number plates. Don't be tempted to "lose" the ID of the new chassis, it's illegal and is feeding the market in stolen vehicles and parts.
