is there a rubber thing missing here? I seem to remember a "rubber sock" thing over the end of the heater blower on previous defenders? Could be wrong

Yes it's the plastic/rubber bit that attached on the front of the blower that's missing. No idea what it's meant to do but it seems to work ok without it
 
I've no idea why LR designed it like some sort of reservoir, no. 15 is the valve to let water out. A new unit would be hideously expensive, I'd imagine. Best bet would be to try a breakers, Newbury 4x4 day is at the beginning of October and I can almost guarantee you'll pick a cheap one up there.
You could get by with some flexible ducting to route from the impeller to the grille, you do need to reach the fresh air or you'll be breathing in dirty engine bay air!
