When changing the cambelt on a 200TDi (Discovery) is it advisable to also
change the tensioner and idler pulleys? Or is this just a 300TDi issue?

It is always worth replacing them as a precautionary measure. especially
if it is it's second belt change. If ever used off road they should be
changed at every belt change. It really does not add that much to the
price of changing the belt.

The belt and braces approach would be to change them, but
whether its necessary is down to you really........
