Front bumper on 1992 defender driving me mad, how on earth do you tighten the nuts inside the chassis. Any help please before I just weld it on

Do you have the special captive nuts?

They are captive nuts on a plate that fit to the lower bracket.

I saw a video on net with captive nuts, my bumper is different it just has on tab on the underside as opposed to two ?
