adjusting power steering belt

have i found another bodge on me landy or are they all designed this badly went to put a new set of belts on it the other week (3.9) and couldn't adjust the power steering pump without taking the distributer out:wtf: it has seperate nuts on the front and rear of the pivot part of the bracket on top of the pump?? is this normal or is there supposed to be on big bolt right thru it? only the belt has slackened up a bit and needs tweaking but i can't be arsed to take the dizzy out again
