300tdi won't select low ratio

HI I've got a 96 defender with 300tdi it's done just over 100,000 milesbut doesn't like selecting low ratio, anyone got any suggestions?

the linkage has siezed - take of the transmission tunnel cover, spray it with WD40 ir similar, and spent some time wiggling etc.
