wastegate arm free?

ok, few posts on here bout wastegate arm seized, and need to free it off, i,ve done this but how free does it have to be? mines moves with pliers but is under resistance, is this normal?
 
Edit, sorry,

the arm should be free, on my old Jap- toy you could move it with the hand.
I didn`t check on the Landy but I don`t think this is the real problem, it might be the actuator switchnot working properly

The Wastegate is spring loaded, it should only move if the engine is under load. to see if everything works fine fit a pressure gauge and look
